the error and slow user panel are not directly related (unless you have 1 cpu server)
based on the output, this is from the screenshots=local setting which will install playwright in background while the app is starting, so temporary switch to anything else like: opencli config update screenshots https://dummy.com and docker restart openpanel.
regarding the slow user panel, please share id from opencli report --public
